MINIMUM LEGAL MANDATORY REQUIREMENT FOR LIFTS OF DDA & CGHS
The Minimum capacity of Lift shall be 4 Pax / 272 Kg
The Lift shall not serve Terrace level .
Pit Less Lift are NOT Allowed . Therefore Lift should have a minimum Pit ( below GF ) of 1500 mm ( 5 feet) ,
The Lift structure shall be independent self supporting without any load on existing walls / Structure of flats . Lift Structure should be designed and installed in such a manner , that water should not enter Pit or Lift well . Structure shall be fully covered / enclosed from all sides .There should not be any gap or open space . Open Type Platform Lifts are not Allowed .
The Lift Control Panel Shall be placed outside the Top Floor Lift Door . Therefore top Floor owners should be aware of this and this control panel should be locked at all times and should be opened only by authorised persons.
Automatic Rescue system during power failure should be provided in Lift with 3 back to back activation without recharging of battery ..
MECHANICAL & ELECTRICAL interlocking of Lift doors must be provided , so that Lift should not run if any of the Door is opened.
Full Length Infrared Door sensor should be provided in the Lift Door to prevent closing of Door on passengers .
Battery operated emergency alarms should be provided in the Lift cabin.
Suitable Emergency Light should be provided in the Lift Cabin .
The designed working Life of Lift should be minimum 15 years..
LIST OF DOCUMENTS for Submitting to MCD

Four sets of plans (one cloth mounted), duly signed by all the proposing member (s) and Architect registered with Council of Architecture under the Architect Act,1972 indicating his/her Name ,address,telephone number clearly showing original construction in blue colour and proposed construction/ construction To be REGULARISED in red colour at a scale not less 1:100 with Part layout plan showing the site under reference and connecting bridge position of the block and its adjoining area.
Certificate of supervision by Architect and LICENSED Engineer (Annexure-B) along with a copy of their valid registration certificate
Proof of ownership documents of flat: Lease Deed/ Conveyance Deed Shall be taken As documents for the proof of ownership. Registered Sale Deed or General power of Attorney/Agreement to sell shall be accepted as the proof of ownership only after the property has been converted into freehold by DDA.
Certificate by proposing member (s) and structural engineer for safety from natural hazard as per the proforma prescribed by Ministry (Annexure-C) Undertaking / affidavit by the proposing member (s) regarding cost of installation Operation and maintenance of lifts.(Annexure-D)
Undertaking on Latter Head of Architect/ Structural Engineer For Structural design as per provision of National Building code. (Annexure-D1 & D2 respectively)
Indemnity Bond from all the proposing applicants indemnifying to keep MCD harmless from any claim which anyone may, at any time institute against the MCD (Annexure E)
Proof of depositing of processing fee

How Much Budget Is required ?

What is the procedure to obtain permission for erection of the lift?
After completion of the building structure , where the lift is proposed to be installed, the owner / occupier of the building has to submit the following documents for seeking permission to erect the Lift. Application on a prescribed form 'A' along with the The drawings of the Lift installation.On receipt of the application, the Inspector of Lift inspect the site and issue permission to erect the lift, if the site is found suitable and meeting the requirements set out in Lift Act & Rules made there under. Under the provisions of Lift Act/Rules, every passenger lift installed in any building except the buildings maintained by Public Works Department and M.E.S., are required to obtain license for working of the Lift.
How to obtain a licence for working on the Lift ?
After completion of the installation of the lift, the owner/occupier of the building has to intimate on Form-B marked as Annexure-I along with the prescribed inspection fee to Inspector of Lifts, NCT of Delhi. On receipt of Form-B, the inspector of Lifts inspects the lift and its installation and if satisfied that the provisions/specification prescribed in the Act/Rules and relevant Indian Standard Code are complied with, issue license for working of the lift in form 'C' marked as Annexure 'J'. The purpose of lift inspection is to ensure the compliance of safety measures prescribed in the Act/Rules and various Indian Standard Codes.
